Defence Land Systems India Unveils Mine Protected Vehicle [MPVI] for Indian Armed Forces
Defence Land Systems India, a joint venture between Mahindra & Mahindra Ltd. and BAE Systems, that will soon be operational, today unveiled Mine Protected Vehicle India [MPVI] at DefExpo 2010, at Pragati Maidan, New Delhi.
The MPVI has been developed specifically to meet the needs of the Indian armed and paramilitary forces, and is based on world leading technology developed by BAE Systems. The vehicle will be built in India and will offer a high level of protection at a cost effective price.
Designed to serve the Indian security forces, Mine Protected Vehicle India features a large seating capacity (18 seats) capable of safely transporting a complete operational team of Army or Police forces involved in anti terrorist and anti Naxal operations. With enhanced protection technologies, the new vehicle provides the highest levels of crew protection available in India today. The high power to weight ratio and very high torque makes the vehicle suitable for Indian terrain, especially the mountainous region of Jammu and Kashmir and the rough topography of the Naxal dominated areas.
Brig (Retd) K A Hai, Chief Executive, Mahindra Defence Systems, while unveiling the vehicle said: "Designed to save the lives of our defence forces when they encounter mines and roadside bomb attacks, the Mine Protected Vehicle India will be our first new product offering from the joint venture company. Using technology proven in BAE Systems' RG series of vehicles and Mahindra's expert knowledge of Indian requirements and conditions, we are proud to provide the Indian defence sector with advanced yet affordable technology."
Andrew Gallagher, President, BAE Systems India, said: "We are extremely proud to unveil the joint venture's very first product which has been tailor made for the Indian armed forces. The MPVI is based on BAE Systems' three decades of protection experience that resulted in the highly successful RG 31 which has a proven track record and is currently in service with US, Canadian, UAE and a number of other forces including the United Nations."
The MPVI will be manufactured at the Defence Land Systems, India plant at Prithla near Faridabad.
Besides MPV, Vehicles Displayed at Defexpo 2010
Marksman – The Marksman is India's first armoured capsule based light bullet proof vehicle and is designed to provide protection to Para Military and Police forces against small arms fire and under belly grenade attacks. It can be used in counter terrorist and anti Naxal operations as well as in more conventional roles such as armed reconnaissance and convoy protection.
Up Armoured Scorpio – This 'discreetly protected' Scorpio is ideal for VIP protection as it offers both security and comfort. The Up-Armoured Scorpio is already being used by the Indian Armed Forces and other Security Forces of India as well as by foreign countries for VIP protection.
Mahindra Axe – The Mahindra Axe Fast Attack Vehicle (FAV) is a lightweight, high mobility, high payload combat vehicle, designed for use by Special Forces and for varied operational requirements. It is an advanced technology vehicle with all wheels independent suspension giving high battlefield mobility to the Special Forces for surgical strikes.

The Defence Minister AK Antony inaugurated the Def Expo India 2010, 6th International Land and Naval Defence Systems Exhibition, here today. Following is the text of the inaugural address delivered by Shri Antony on the occasion:-
I am delighted to be with you all. At the very outset, I take this opportunity to extend a warm welcome to the delegates and participants from across the world. I am sure that your stay will be a pleasant one and the visit a successful one.
This year's edition of DefExpo is the sixth in series of India's Land and Naval Systems Exposition being organised biennially by Ministry of Defence since 1999. The event has grown from strength to strength. This year, the participation of companies has increased by around 40% compared to last year. It is heartening to note that 38 official delegations, including 14 ministerial delegations are attending DefExpo 2010.
The biggest challenge facing the world today is the security threats arising out of rapidly advancing technology. This has added a new dimension to the overall security environment. India has always been recognised as a mature, responsible power and a stabilising influence at a politico-security level. Though we are traditionally known to be a peace-loving nation, at the same time, we are ready to meet any challenge to our territorial integrity and sovereignty. Our Government is committed to the rapid modernisation of our Armed Forces, as we want our Forces to be equipped with state-of-the-art technology and equipment to help them defend our sovereignty.
India's defence expenditure is about 2.5 per cent of its GDP. The Indian economy expected to grow at 8-10% for the next two decades. Expenditure on defence in absolute terms is bound to increase in equal proportion. I am sure that this will present the defence industry new and challenging opportunities to make a more meaningful contribution to the defence sector.
India must achieve a high level of indigenisation in defence. Our quest for self-reliance in defence underlines the importance of private sector participation on the one hand and in revitalising the public sector, on the other. We want the public sector and the private sector to work in close cooperation, as friendly partners. Our defence industry is open up to 100 per cent for Indian private sector, while Foreign Direct Investment is allowed up to 26 per cent.
We have made our Defence Procurement Procedures transparent and to speed up the defence acquisition process. The recent introduction of "Buy & Make (Indian)" category in Defence Procurement Procedures aims at encouraging the Indian private industry to form Joint Ventures with any foreign manufacturer. We will soon publish the 'Technology Perspective and Capability Roadmap', covering a period of 15 years, to share the future needs of our Armed Forces.
Offset banking is now a part of our Defence Offset policy and the licensing conditions have also been rationalised. Necessary administrative structures have been put in place in the Ministry of Defence to facilitate offset banking.
The Indian defence industry has matured and evolved over the years. It has developed capabilities in land, naval and air systems. After the introduction of defence Offset Policy, India is gradually becoming a key outsourcing hub for the global defence industry. DefExpo India 2010 is an endeavour to showcase India's capabilities in land and naval systems, as well as its emergence as an attractive destination for investment in defence sector. This is a demonstration of our ability to design, develop and deliver a wide range of military and civil products and services to meet stringent specifications at competitive prices.
However, we can learn from each other and enter into mutually beneficial arrangements with friendly countries in the field of critical and futuristic defence technology. We welcome and invite support of the best in the world in our endeavour to modernise our Armed Forces. I am confident that DefExpo 2010 will provide ample opportunities to all the participants to display their latest technologies and products. It would help them tap the market and business potential for mutual benefit. I would like all our defence production outfits to learn from the experience of overseas collaborators and compete with the best international practices. I take this opportunity to urge all participants and officials of Ministry of Defence to participate in various Seminars on topical issues being organised during this Exhibition.I once again extend a warm welcome to all the participants, guests and exhibitors to this year's DefExpo. DRDO iin the 6th DEFEXPO India
DRDO is participating in a big way in the 6th DEFEXPO India 2010 being held during 15-18 February, 2010 at Pragati Maidan, New Delhi. A DRDO pavilion is having comprises of Indoor Space Area of 1199 sq m (54.5 m x 22 m) and Outdoor Space Area of 1000 sq m (125 m x 8 m). There are 11 Outdoor Exhibits and nearly 220 Indoor Exhibits in this year DEFEXPO. The Outdoor Exhibit includes PINAKA Launcher, UAV-Nishant without launcher, DAKSH-ROVs and NETRA UAV, MBT ARJUN, Rohini Radar, Data Center Vehicle, NBC Water Purification System on ALS, Shourya, PAD with launcher, AKASH launcher, Group Control Center. The design concept of the DRDO pavilion has been based on the symbolism of the Triskelion Spiral which is an ancient solar symbol that represents the unity of the three elements (Land, Air and Water) in one super entity (the Sun). DRDO which is a self-reliant and self-sustaining organisation, connects not only the three corresponding services i.e. Army, Air Force and Navy but also brings together the academia, the industry and the user services.

ATK to Feature Major Programs at DEFEXPO 2010
Alliant Techsystems announced that it will participate as an exhibitor at DEFEXPO 2010 in New Delhi, India. ATK will highlight a variety of capabilities and programs at the conference to be held at the Pragati Maidan Exhibition Centre from Feb. 15-18, 2010. The ATK exhibits will be located in Hall 18, Booth #18.3G.
ATK's booth will feature such innovative technologies as the Precision Guidance Kit (PGK) that turns artillery shells into precision weapons at minimal cost; the Palletized Autonomous Weapon System (PAWS) that merges ATK's 25mm and 30mm chain gun systems and advanced ammunition capabilities in an easily transportable, remote weapon station employed in either a mobile configuration, standalone mode or as part of a networked defense. ATK will also have on display its latest soldier in the loop and vehicle mounted barrier systems both of which are in production.
ATK will feature its newest addition to the U.S. missile inventory, the AGM-88E Advanced Anti-Radiation Guided Missile (AARGM). Developed cooperatively by ATK, the U.S. Navy and Italian Air Force, AARGM was recently approved for low rate initial production (LRIP) by the U.S. Department of Defense and is expected to reach initial operational capability next year as the U.S. Navy's newest and most advanced multi-role tactical missile.
Additionally, ATK will display its affordable 70mm precision system, Guided Advanced Tactical Rocket (GATR), which uses a semi-active laser guidance package to achieve extreme accuracy against both stationary and moving targets. GATR is a lock-on before or after launch guided rocket system designed for use on ground vehicles, fixed/rotary wing aircraft and unmanned aircraft vehicles and is compatible with existing 70mm launcher hardware. GATR can be used for air-to-ground and ground-to-ground missions.
DEFEXPO provides potential customers the opportunity to learn how ATK's innovative business approach has helped the company grow to become the leading small and medium caliber ammunition producer in the Western Hemisphere. Two of the world's most powerful howitzers will dominate the BAE Systems' presence at DefExpo in Delhi starting Feb 15th. The BAE Systems FH77 B05 towed howitzer, and M777, the ultra light howitzer, will both be part of BAE Systems' biggest ever presence at DefExpo.
BAE Systems will be co-located with Defence Land Systems India, the Mahindra and BAE Systems joint venture company which will soon be up and running.

M777, the world's lightest 155mm howitzer, will grace the BAE Systems stand. Next to the M777, on the Defence Land Systems India stand, will be the FH77 B05. This is the significantly upgraded and more powerful big brother of the FH77 B02 in service with the Indian Army, which performed so admirably during the Kargil conflict.
The BAE Systems FH77 B05 is bidding for the Indian Army requirement for towed 52cal 155mm howitzers. Trials with the India Army are due to start after DefExpo. The new upgraded howitzer, FH77 B05, has all round greater performance including increased range over the 39cal FH77 B02. It is intended that Defence Land Systems India would have a significant and increasing role in the production of FH77 B05, toward the intended goal of Defence Land Systems India becoming an artillery centre of excellence in India.
The M777 ultra light weight howitzer is now in the Foreign Military Sales (FMS) process for a possible FMS purchase between the US and Indian Governments. M777 is, by some considerable margin, the lightest 155mm howitzer in the world, and the only one proven in battle. BAE Systems stands ready to support both governments in a possible FMS purchase.
DefExpo will also see the launch of the MPVI (Mine Protected Vehicle India). A mine protected vehicle specifically designed for Indian conditions - the vehicle will make its first public appearance at the show on Defence Land Systems India's stand. The result of collaboration between Mahindra and BAE Systems, MPVI brings battle proven life saving vehicle protection technology to India in an affordable package, based on an indigenously assembled chassis and drive train. MPVI will be built at Defence Land Systems India's Faridabad manufacturing facility.
The UK's new tactical communications system, Falcon, will also be on display. Falcon will enter service with the British Army and Royal Air Force this year and is the world's first tactical comms system based on an all IP (Internet Protocol) open architecture. FALCON provides secure deployable broadband voice, data and video, delivering the core of Network Enabled Capability. FALCON interoperates with all NATO systems, enabling better information sharing and exploitation, improving military commanders' awareness and decision-making, and ultimately mission success. BAE Systems intends to use elements of what has been produced for Falcon in the bid for the Indian Army's Tactical Communications System programme.
Anjani and BAE Systems recently announced a new partnership that will see the two companies collaborate to produce survivability and protection equipment for soldiers and vehicles in India. Anjani and BAE Systems will be displaying these capabilities on their stands. Anjani is bidding for the Central Reserve Police Force's (CRPF) requirement for 59,000 bullet proof vests. If successful the vests will be produced by Anjani in India using BAE Systems' Tensylon technology. The Tensylon ballistic material, made from high performance polyethylene fibre, provides superior performance and a lighter-weight, cost-effective solution.
DefExpo also sees the India launch of BAE Systems' on-board power management system, which more than doubles the electrical power output of military vehicles to increase mission effectiveness. The system also provides power that can be exported from the vehicle during natural disasters and to support facilities and equipment such as field hospitals, command centres, and water purification systems.
BAE Systems will also be showcasing a whole range of products, including infantry fighting vehicles, high mobility vehicles, unmanned autonomous systems, protection equipment, and helmet mounted display technology.

Finmeccanica takes part in Defexpo 2010

From 15 to 18 February, Finmeccanica takes part – through its companies AgustaWestland, Alenia Aeronautica, DRS Technologies, SELEX Communications, SELEX Galileo, Oto Melara and WASS – in DEFEXPO 2010, presenting products, platforms and technological solutions in the field of helicopters, aeronautic, communications and radar systems, naval and land armaments and underwater systems.
Finmeccanica’s presence in India goes back more than 40 years: over the years it has been developing solid industrial partnership in the defence and security sectors thanks to partnerships in several successful programmes. For Finmeccanica, India is a partner and country of strategic importance with a large and sustainable defence market growth rate and volume that offers significant opportunities in all business sectors.
Finmeccanica is present in India through its liaison office, which is responsible for monitoring the developing need of India in the defence and security sectors. Finmeccanica and the Group companies aim to strengthen their presence in India, and above all, create new and consolidate existing industrial partnerships with key local companies to respond to the country’s challenges and global ambitions – not only in these areas but also in other sectors in which the Group operates (e.g. space, transport and energy). In the helicopter sector, AgustaWestland has been present in India since 1970. Today the Indian Navy operates a fleet of AgustaWestland Sea King helicopters and a growing number of AgustaWestland commercial helicopters are now performing corporate, VIP and offshore transport missions in India. The commercial helicopters market in India is expanding rapidly and a large military helicopter acquisition programme is underway. AgustaWestland has strong interests in the country both in terms of potential developments in the civil market and the tender under way to supply VVIP helicopters to the armed forces. In February 2009, AgustaWestland signed a Memorandum of Understanding with the Indian group Tata Sons to create a joint venture for the development of a final assembly line for the AW119 helicopter in India. AgustaWestland has a complete range of military helicopters that can meet the Indian Ministry of Defence’s helicopter requirements. These requirements include 197 reconnaissance and surveillance helicopters for the Air Force and Army, helicopters for the Coast Guard, multi-role naval helicopters for the Navy and light combat helicopters for the Air Force. In addition AgustaWestland is ideally placed to participate in the mid-life upgrade of the fleet of Sea King helicopters used by the Indian Navy.
The aeronautics sector also offers good prospects for Alenia Aeronautica that is currently keeping a close eye on the requirements expressed by the Indian Air Force and the Border Security Force for a tactical transport aircraft. The C-27J, made by Alenia Aeronautica, best seller of its category, is capable of performing many missions such as transport of troops, goods and medicines, MEDEVAC, airdrop operations, paratroopers’ launches, search and rescue (SAR), logistical re-supply, humanitarian assistance, fire fighting and missions in support of homeland security. A model of the C-27J will be on display at the Finmeccanica stand. Alenia Aeronautica has also a strong interest in the requirements expressed by the Indian Navy for a new medium-range aircraft for maritime patrol, for which the company proposes the ATR72 MP. Alenia Aeronautica has achieved a notable success with the regional aircraft made by ATR (equal joint venture between Alenia Aeronautica and EADS): around 100 of these aircraft are in service with the major national airlines of the region. Alenia Aeronautica participates, through the Eurofighter consortium, in the MMRCA (Medium Multi-Role Combat Aircraft) programme for the supply of 126 combat aircraft to the Indian Air Force in which the Eurofighter
Typhoon is competing, with EADS Germany leading the campaign.
SELEX Communications has a presence going back 20 years in India, where it supplies avionic, tactical and naval communications systems, either directly or in collaboration with leading local companies HAL and BEL. In the near future, SELEX Communications, could provide its expertise in protected military communication systems and next-generation systems. Finmeccanica is also involved in some of the major programmes under way in India relating to tactical communications and the telecommunications component of Battle Management systems. Besides SELEX Communications expertise in this area, DRS Technologies, the US company recently acquired by Finmeccanica and a leading supplier of integrated products and support services in defence electronics, offers the Indian market ultra-rugged solutions for data presentation and calculation that can operate extremely efficiently even in critical operational theatres.
SELEX Galileo is also present in India, where it supplies the 2080C Precision Approach Radar system to India’s Navy and Air Force. At DEFEXPO, the company will be promoting its new model, PAR 2090 CM/CF a ground controlled Precision Approach Radar. Last year, SELEX Galileo signed a Memorandum of Understanding with BEL to explore business opportunities in the electronic warfare arena for the Indian market.
